You can make hat centerpieces by using a childs fancy straw hat and start from there, you can glue minis all around the top and the prim of the hat.  Place it on top of the three tiers, and the same will work for two tiers. Use ribbon to hold it in place.  Don't forget to embellish with feathers, flowers and beads.

you can also make the hat in this manner I think. make 3 layers of equal size 12 pcs cake slices packed one atop the other. Then take another 24 pieces an put them in the opposite direction backs touching backs. This will make a zig-zag brim of the hat. You can leave it like that or make another 12 and fill in the spaces (remember that 2 triangles make a rectangle so this should work ok for the brim of the hat). Hope I have helped!
