Water Bottle Labels legality question

Just need to protect myself here - I know that we can't take off water bottle labels and relabel and resell but is it legal to put a label on top of a water bottle label?  This is for a corporation wanting to put labels on existing water bottles with another manufacturer label

People do it all the time, you can even buy labels of all types on line, so i don't see the problem.

As long as you don't stick your wrapper on the one that is there in such a way that it can't be removed, it is fine. You just don't want to use a sticker paper over the whole thing and end up with your label over theirs and not removable... When people can take the decorative label off and still read what is on the original label, life is good!!
